Clement Chung is Deputy Director of the Monroe County Department of Environmental Services. He oversees the Pure Waters Division, which serves 650,000 customers, operating two water resource recovery facilities capable of processing over 700 million gallons of wastewater per day. He is also responsible for the Monroe County Environmental Laboratory and the Sustainability and Environmental Quality Office, which covers industrial waste/pretreatment, household hazardous waste, stormwater management, and sustainability programs including the County’s Climate Action Plan and Climate Adaptation and Resiliency Plan.

In addition, Mr. Chung oversees various special projects for DES such as the department’s Diversity Action Plan and is involved in cross-departmental initiatives such as the County’s Hazard Mitigation Plan. He is a member of the County’s Environmental Management Council, and served as a Water Sector Technical Advisor for New York State’s Climate Impact Assessment. For the New York Water Environment Association, Mr. Chung is the current Vice President-elect and a member of the Utility Executives and Diversity, Equity, and Inclusion Committees.

Mr. Chung is a licensed professional engineer with 25 years’ experience in the design of water and wastewater systems, as well as addressing public health concerns relating to water quality such as lead and PFAS contamination. Throughout his career, he has served on numerous boards and committees at local, regional, and national levels for professional and community organizations. Mr. Chung graduated with a Master’s degree in Civil and Environmental Engineering from the Imperial College of Science, Technology & Medicine, University of London, and an Executive Master of Business Administration degree from the Rochester Institute of Technology’s Saunders College of Business. A native of the United Kingdom, Mr. Chung became a US citizen in 2022 and lives in Brighton with his wife, 14-year-old son and two cats. He is an avid ultrarunner and in November 2023 he ran 148 miles around Monroe County to raise money for his favorite charity AutismUp.
