To Advance an Inclusive Clean Energy Economy in New York State’s Finger Lakes Region

The Finger Lakes Clean Energy Hub's Regional Assessment and Barriers Analysis (RABA) examines the challenges and opportunities in transitioning the region to clean energy at scale. Serving 1.2 million residents, nearly half in Disadvantaged Communities (DACs), the Hub has engaged thousands at 100+ outreach events and supported 400+ clients. However, structural barriers, an aging housing stock, and insufficient investment hinder progress. The report highlights the need to electrify 16,134 households annually to meet New York’s climate goals, expand workforce development, and improve program accessibility through language access and cultural humility. Achieving this transition requires state, federal, and utility investment, as well as stronger collaboration to advance an inclusive clean energy economy in New York State’s Finger Lakes region.
